PLANNING AFRICA 2012 CONFERENCE

The South African Planning Institute (SAPI) is proud to host the 5th Planning Africa conference from 17 to 19 September 2012 at the International Convention Centre, Durban, South Africa.

The Conference has grown in stature and relevance. It is now a key knowledge exchange platform for policy makers, development practitioners, planning specialists, and researchers involved in ‘space making’. Unlike many conferences these days, Planning Africa is organized by planners and for planners or people with an interest in the planning field.

The 2012 conference theme is “GROWTH, DEMOCRACY AND INCLUSION: NAVIGATING CONTESTED FUTURES”. The conference this time round will be more focused around the positive power of planning and how to utilize the regulatory tools and instruments at the disposal of Planners to effect necessary spatial and land management transformation. State Of Planning In Nigeria… Review

TECHNICAL NOTES ON THE REVIEW

1. Why the Report on the State of Urban and Regional Planning in Nigeria?

Nigeria is one of the most urbanized countries in Africa. However, most urban growth and development taking place is unplanned and haphazard. About 60% of the urban population are living in informal areas. Most urban centres, do not either have development plans to guide their development or the plans are outdated. Policy makers do not give much priority to planning and plan preparation. It is interesting to note that when ever a problem occurs in the city, the blame is put on the door steps of planners.

In its determination to address the problems of lack of understanding of the importance of Town Planning by the political leadership; lack of adequate plans; and the deterioration of living conditions in most settlements, the Nigerian Institute of Town Planners has embarked on:

  • i. Carrying out a comprehensive soul searching aimed at repositioning the profession and making it more proactive and user friendly;
  • ii. Producing a comprehensive report, on the State of Urban and Regional Planning in Nigeria, with the objective of profiling the existing state in urban and regional planning in the country. The report will establish not only the current status, but issues and challenges. This will enable us to identify ways to improve the principles and practice of the profession, bring about meaningful changes to remedy our current inadequacies and short comings, as well as progress from where we are today to where you want to be in the future. All these are based on the premise that no nation can make adequate progress without effective and functional urban centres.
    However, there cannot be efficient and competitive urban centres without effective urban planning. In other words effective urban planning is key national development.
  • iii. Embark on advocacy campaign to draw the attention of policy makers, city administrators, civil society organizations and the media on the serious challenges being faced by our cities and the need remedy them through adequate planning and good urban governance.

2. Why organize this workshop for all Planners or what are the objectives of the review?

The workshop is organized in order to enable all Town Planners throughout the country to make inputs into the report, to reach a general consensus on key issues and approaches as well as the way forward.

Other objectives of the workshop include:

  • Effecting necessary corrections on the facts and figures presented in the report,
  • Updating missing information on gaps in the draft report,
  • Obtaining suitable photographs/ illustrations from members across the country to be put in the report,
  •  Identifying and correcting conflicts and inconsistencies in the report, and
  • Reach a consensus among all planners on key issues and actions to remedy existing shortcomings and move planning and urban development forward in Nigeria.

Communique from the Oshogbo Conference, NITP 2011

Communiqué of the 42nd Annual Conference of the Nigerian Institute of Town Planners (NITP) held in Oshogbo, Osun State between Wednesday 26th and Saturday 29th October 2011.

The Conference was declared opened by the Executive Governor of Osun State, Ogbeni Rauf Aregbesola ably represented by his deputy, Otunba Titlayo Laoye-Tomori. Attendance at the conference spanned across professionals in the built environment and other sectors of the economy. While appreciating NITP Osun State Chapter for hosting the Conference, the Institute thanked the Osun State Government for her support and the provision of an enabling environment for a successful conference. Six hundred (600) participants attended the conference.

The theme of the conference was: Public-Private Partnership (PPP) in Physical Planning and the Provision of Urban Services in Nigerian Cities. At the Conference eight (8) papers were presented.

The Conference observes:

• With pleasure the physical planning projects embarked upon by the Governor of Osun State particularly the urban renewal and sanitation programmes being pursued with vigour and strong political will.

• That due to the high rate of urbanization and rapid expansion of cities there are gross deficiencies in infrastructural provision, delivery and management in major cities in Nigeria.

• That the demand for basic infrastructure and services in our cities and towns, far outstrips the financial and management capabilities of government to meet it hence the urgent need to look for alternative and complementary efforts.

• Sustainable management of the provision of infrastructure under the Public-Private Partnership (PPP) concept thrives best within the broad framework of respect for the rule of law, good governance and public participation.

• That the PPP concept should be embraced by all tiers of government as it is timely and relevant for the present dispensation in Nigeria. Public Private Partnership is a suitable approach for urban infrastructural provision for socio-economic and cultural growth of the country. There is a need for intensified private sector participation in infrastructural provision in Nigeria through the PPP program.

• The execution of PPP projects and the implementation of all government projects are best carried out in the context of a Master Plan as this ensures integrated development with all the attendant benefits of orderly development, convenience and urban aesthetics among others.

Recommendations

1. To facilitate the use of PPP as a vehicle for ensuring sustainable environmental planning, development and management, there is an urgent need to rebrand the image of the public sector presently smeared with corruption, nepotism and tribalism. This will create an enabling environment for PPP to thrive.

2. Transparency in all projects undertaken by the public-private partnership approach must be ensured to instill confidence in the private sector.

3. Government at all levels should try to rehabilitate and resuscitate all abandoned projects through public-private partnership. For instance, the Federal Government should embrace public-private partnership for the implementation of many projects in Abuja Master Plan.

4. Town Planners, as experts in land use planning and the preparation of Master Plans, must be part of consortiums engaged in the identification of PPP projects.

5. Governments should commission the preparation of Master Plans for major cities in Nigeria to provide a valid framework for implementing PPP projects. Master Plans, with its definitive status on the use of land, boosts private sector confidence.

6. All state governments in the federation should, as a matter of duty, enact and implement the Town Planning Law in accordance with cap 138 LFN, 2004.

New e-learning course: “Sustainable Urban Land Use Planning” available and open for registration

After a successful launch in early 2011, the new Sustainable Urban Land Use Planning e-learning course developed by the World Bank Institute is being offered under the World Bank e-Institute.

This course demonstrates how urban practitioners, policymakers, and city managers can effectively utilize policies and planning instruments to manage urban growth and achieve sustainable, equitable, and efficient development outcomes.

The course consists of seven modules, with case studies of good practices from around the world:
I. Understanding How Land Use Planning Contributes to Sustainable Urban Development
II. Institutions, Policies and Tools for Effective Land Use Planning
III. How to Integrate Land Use Planning and Infrastructure
IV. How to Manage Growth in Peri-Urban Areas
V. How to Promote Local Economic Development through Land Use Planning
VI. Social Equity and Land Use Planning
VII. Climate Change and Land Use Planning

Delivered entirely online, the course will be self-directed with support and tutoring from online facilitators. Online discussions, exercises on strategies, programs and action plans, and self-tests are built into each module, which help participants share their findings with peers and receive feedback. Virtual social networks and periodic knowledge exchange events on land use planning will enable alumni to build a community of practice for continued learning and networking.

THE ABUJA DECLARATION 2011 (The CAP/NITP West African Conference)

The CAP/NITP West African Conference was held at the Nicon Luxury Hotel Abuja, from the 12th -15th of sept, 2011.
Delegates from Ghana, Gambia and Nigeria, the host country attended the conference. A lead paper and 9 support papers were presented.

The theme of the conference was “INCLUSIVE PLANNING FOR SUSTAINABLE HUMAN SETTLEMENTS: THE WEST AFRICAN EXPERIENCE”.

The conference was chaired by Mrs. Mariam Yunusa of UN-HABITAT. Project Director, WORLD URBAN FORUM of the UN-HABITAT.

The conference discussed several issues ranging from Building legislative framework, developing strategies for sustainable urban growth, young planners in sustainable development, challenges of informal sector in sustainable human settlement and use of new technology in urban planning.

A. After the two days discussions, conference the observed as follows:-

1. The West African Sub-Region inherited planning process and practice introduced to the respective countries by their colonial governments of the pre- independent era. Over time however, the planning process has evolved in response to global trends and best practices to adopt principles and concept such as inclusivity, sustainability and green technology. The focus is on people.

2. The government of the sub-region have failed to appreciate the primacy of physio-spatial planning, and its contribution to national development

3. Sustainable urbanization is a dynamic, multi-dimensional process covering environmental as well as social, economic and political sustainability.

4. While the legislative provisions seem to be reasonably adequate, the political will to operationalize the laws is yet to be achieved.

5. The young planners are not adequately equipped to deal with the urban challenges of the 21th century.

6. The world best practice in all profession is going digital but physical planning has not kept pace with this global trends.

7. The informal sector is an essential part of the economic base of the human settlements in the sub-region.

8. Having observed these issues and more, the conference declared as follows:

1. The thrust of physical planning in the 21st century should be livelihood focused, sustainability centered and inclusive oriented.

2. It is imperative that all economic, social and political plans be complimented with a physio-spatial development plan.

3. Governments in the sub-region must pursue with vigour the establishment of necessary institutional framework to operate the legal provisions.

4. Planning schools will need to raise the entry requirements and standards for admission in the training programmes.

5. The professionals in the Sub-Region should institute an aggressive advocacy programme to enhance public and private awareness of the contribution of physio-spatial planning in sustainable national development.

6. The Governments of the sub-region should emphasize the operation of e-government and professionals to up-date these skills in the use and application of it in their planning.

7. The informal sector challenges calls for a more responsive and inclusive planning approach.
